18.01.2011 Transition rules for the wage income tax payment

2011: Year of transition before the introduction of the new electronic tax card- new international researchers with a working contract must visit the Tax Office
In 2011- as in the years before- every new employee in Germany must be allocated a tax bracket (“Lohnsteuerklasse”). Until the End of 2010, the tax bracket was written on the tax card (“Lohnsteuerkarte”), which was available at the city registration office. Before the planned electronic taxation system (and an electronic tax card) can be introduced in 2012, Germany’s Ministry of Finance has determined 2011 to be a transitional year with special rules.
For everyone who is already employed nothing will change: the tax card from 2010 is also valid in 2011, so they do not need to do anything. Newcomers however must take into account the transitional rules. The major change is the change in responsibility: the authorities responsible for assigning the tax brackets are now the tax offices. Therefore, new researchers signing a working contract this year must apply for a so-called “Ersatzbescheinigung”- a tax card substitute certificate at the Tax Office in Rostock. The following documents are needed for the application: passport/ID-card; working contract; city registration certificate; valid residence permit (only non-EU/EEA nationals).
All international researchers and Ph.D. students who will sign a working contract in 2011 are free to come to the Welcome Center for help and advice.
