General information
I. Point of origin
Based on the amendment of the German Higher Education Framework Act (HRG), dated 20. August 1998 (last amendment by article 1 of the Act dated 8. August 2002), German universities are entitled to implement the internationally known and accepted university degrees bachelor and master (BA/MA) which have proven on the „academic world market“. Thus, according to the decision of the University Rectors Conference (HRK), dated 6. July 1998, the study programmes shall be made more flexible, the international compatibility of German university degrees shall be improved and, in this way, the mobility of students and the demand for university places in Germany among foreign students shall be improved.
II. Function
To guarantee quality assurance in teaching and study and to offer a reliable orientation with more transparency to students, employers and universities, the accreditation council was established by decision of the conference of education ministers (KMK), dated 3. December 1998, referring to the decision of the University Rectors Conference (HRK) dated 6. July 1998. With the KMK decision „Future development of inter-state and inter-university quality assurance in Germany“, dated 1. March 2002, and the KMK-decision „Statutes for an inter-state and inter-university accreditation procedure“ (organisation statutes) dated 24. May 2002, version dated 5. February 2004, the accreditation system in Germany was sustainably established.
