Jochen Hölle-Kölling studied Political and Administrative Sciences at the University of Konstanz. He worked as freelance education planner in Konstanz and Bonn from 1979 to 1981 and, afterwards, as expert in the planning department of the FernUniversität Hagen. From 1986 to 2004, Jochen Hölle-Kölling managed the Department of University Planning and Academic Affairs at the FernUniversität Hagen. From 2004 to 2005, he was the department head of Student’s and Academic Affairs. He became the department head of the university development sector afterwards.

He is one of the founding members of the Academic advisory board for Quality assurance in study and further education of the University of Rostock and has continued this work until today.
