What does "NC" actually mean?
What does Numerus Clausus (NC) and what lies behind?
In German, "numerus clausus" means something like "limited number" and refers to a university sector where only a limited number of places is available related to subject or course of study.
One has to distinguish between local admission restrictions (ÖNC) and a nationwide admission restriction (via ZVS). The first applies only for the relevant university. Applications have to be submitted to it. The second applies for all locations where the relevant course of study is offered. Related applications have to be submitted to the ZVS.
Regarding general study courses offered by the University of Rostock, Abitur grades and the marks of the last four school half years are selection criteria in case of local admission restrictions. Only a minor share of the available places (20%) is awarded after waiting period.
As not all applicants who got their admission within the main procedure accept the awarded place of study, vacancies available after this main procedure undergo another approval procedure, the so-called succession procedure. In some cases, applicants who got a cancellation at first, still get an admission some weeks later.

Explanation using an example
105 places in total are available for the subject Biosciences. In winter term 2010/11, there were 1057 applicants related to these places. 80% of the places were awarded in consideration of the admission mark which is calculated on the basis of the Abitur mark (90%) and the single marks in all subjects achieved over the last four half-years prior to the Abitur examinations (10%)*. The last applicant who got a place with the succession procedure, had an admission mark of 2.54..
In addition, 20% of the places are awarded in consideration of the terms the applicants have already waited for admission (Caution: Study periods are not count here).
Here, the last applicant who got an admission within the waited terms quota, had been waiting for 4 terms before and an an average mark of 3.4.
