The University of Rostock will investigate any concrete suspicion of academic misconduct at the University. To this end, six ombudspersons are elected by the Academic Senate.

The responsible ombudsperson advises those who inform them of suspected academic misconduct, as well as individuals who are suspected of academic misconduct. In addition, the ombudsperson takes up specific indications of academic misconduct of which he or she becomes aware in any other way.

The competent ombudsperson is also responsible for the preliminary investigation of suspected cases and for initial attempts to mediate between the person providing the information and the person affected by the suspected misconduct. It conducts the preliminary investigation procedure.

As part of the preliminary examination, the ombudsperson responsible deals with the allegations and immediately gives the person affected by the suspected misconduct the opportunity to comment. If there are sufficient grounds for suspicion and possible attempts at mediation are unsuccessful, the ombudsperson informs the ombudsman board. The latter forwards the allegations confidentially to the investigative commission in a written report on the results of the preliminary investigation. The preliminary investigation procedure must be discontinued if the suspicion of scientific misconduct is refuted, is not sufficiently confirmed or the alleged misconduct has not been fully clarified.

If the preliminary examination procedure is terminated, the whistleblower must first be notified in writing, stating the main reasons. If the whistleblower does not agree with the termination of the preliminary examination procedure, he or she has the right to request a review of the decision to terminate the preliminary examination procedure by the investigative commission within two weeks of notification of the termination. If the deadline expires without result or if the investigative commission makes a final decision to discontinue the preliminary investigation, the person affected by the suspicion must be informed in the same way.

The ombudspersons began their three-year term of office on 15 May 2022.

An Committee of Inquiry has been set up to advise the Rectorate on matters of safeguarding good academic practice and honesty and to investigate suspected cases of academic misconduct.

The Committee of Inquiry examines whether scientific misconduct has occurred in a free evaluation of evidence and concludes the investigation procedure with a status report.

The members of the Committee of Inquiry began their three-year term of office on 15 May 2022.
